Head of Contracting Activity (HCA) Responsibilities
Introduction
• The HCA is the individual appointed by the agency head to oversee the overall management of the contractual activity on behalf of the agency. It is the responsibility of the HCA to verify that contracting conforms to applicable rules and regulations, as well as acceptable business practices.

Literature Review
• The senior contracting official (SCO) must appoint as contracting officers only personnel who are assigned to, attached to, or operating under the head of the contracting activity (HCA)
Findings
• Where HCA permits further redelegation, the SCOs may additionally delegate to the RCCs certain authorities including nomination of CCOs under the supervision of the RCC head.
Conclusion
• As part of its oversight role, the HCA ensures that contracting is done in accordance with all applicable legislation, rules, and business standards.

As outlined in Week 3, select a topic that relates to Contract Management with a focus on Joint Contingency Contracting if you like or any topic from the learning objectives found in the lessons and syllabus. You can research an existing program, or you can write about the contract management process or any topic that relates to any of the Learning Objectives of the course.
